The framework defines the common model and expectations teams needed before they could adapt the work to their own context.
Implementation Citywide Implementation Framework
As Learning Partners grew from a 21-school pilot in spring 2014 to more than 200 participating schools by 2016–2017, intensive facilitator support alone could no longer carry the model. I synthesized program expectations, leadership roles, and an Improvement Science–based meeting routine into a shared operating system that helped schools work from a common structure while adapting the work locally.
ProcessDrafted from my own practice, then pressure-tested with the principals and facilitators who’d have to run it.
The framework defines the common model and expectations teams needed before they could adapt the work to their own context.
Role definitions make ownership explicit so facilitation, communication, and follow-through do not depend on one person.

The agenda turns the improvement cycle into a repeatable 90-minute routine for examining evidence and deciding what to test next.
